He could not be revived and died at the scene.

The little boy’s family, who were down from Swan Hill visiting relatives, told 7NEWS that Ali was playing outside a home when he ventured across the street.

Ali walked over to the lagoon, less than 50m away from the home, and managed to climb through a thin wire fence.

CCTV footage shows Ali’s relatives searching for the missing boy. Neighbours walked past the lagoon for almost 30 minutes before the boy was found in the water.

Given the state of the fence, which has gaps wide enough for a child to fit through, one neighbour told 7NEWS the boy’s drowning was an accident waiting to happen.

“You quite often see kids around the lake,” Tammy Gauld said.

“I really think council needs to look at fencing to see what they can do, put something better up than what is there.

“Lots of young families live around here, you often see them walking past every day with their young children, so it’s very concerning if a child manages to get away from their parents, there’s a big body of water there that attracts them.”

Cardinia Shire Council has offered condolences to the boy’s family but has not commented regarding any potential investigation into the fencing.

7NEWS.com.au has contacted the council for further comment.

Victoria Police are not treating Ali’s death as suspicious.
